Advanced computer question. Connection issues?

I can ping a website with command prompt but no program can connect to internet. I've recently got a virus but got rid of it. After I got rid of it I've had this connection issue. I've tried to use spybot search and destroy to "recover" the viruses. It said I had a DNS changer (virus) but It was deleted. If you have further questions please ask.
