Do I need a new sound card?

Try reinstalling the drivers for the sound card. Could be the software for the card is corrupt and can't decode the sound properly. If that doesn't work, try putting it in another slot which is identical to the one you are using now. Failing that, a new sound card might be the next best thing but you needn't worry as sound cards a cheap as chips. Good luck :)
