Is it ok for a man to put a tatoo on his body from his halfsister ?

My 35 year old boyfriend left to FL to help his stepmom and his halfsister. After 4 weeks he wants to come back with a tatoo with her name under neath it. Do you guys think this is normal or would you think this is ok
