Why do liberals think that defunding can be vetoed?

It cannot be. De-funding means refusing to p a bill that has funds for Obama care. If you refuse to p such a bill, you have nothing to veto. If you p a bill without those appropriations in it, Obama can veto it, but that will not restore funds for Obama care. It will just withhold funds for everything else.
